Perez Esquivel a Obama: "te escribo como sobreviviente de una dictadura instaurada con el financiamiento, adoctrinamiento y coordinación de Estados Unidos"

En estos días nos enteramos que realizarás un histórico viaje a Cuba y luego vendrás a la Argentina, para estrechar lazos de cooperación con el gobierno recién electo.
Seguimos muy de cerca los avances positivos que, de la mano del Papa Francisco, han permitido abrir las puertas a la esperanza y al diálogo entre el pueblo de Cuba y de Estados Unidos. Bien sabes que queda un largo camino a recorrer hasta lograr el levantamiento del bloqueo y el cierre de la base militar que tu país mantiene en Guantánamo, donde se violan los derechos humanos de los prisioneros, sin juicios y sin posibilidades de alcanzar la libertad. Esperamos que logres hacerlo, a pesar de la fuerte oposición que encuentras en el Congreso de tu país.
En la carta que me enviaste el año pasado, a diferencia de otros antecesores tuyos, has reconocido que tu país viola derechos humanos y has mencionado tu voluntad de “llevar este capítulo de la historia de Estados Unidos a su final”.
Por eso es importante que sepas que no vienes a la Argentina en cualquier momento. En 1976, mientras tu tenías tan solo 14 años y tu país festejaba dos siglos de su independencia, nosotros comenzábamos el período más trágico de nuestra historia, con la instauración de un terrorismo de estado que sometió a nuestro pueblo a la persecución, la tortura, la muerte y las desapariciones para quitarle su derecho a la libertad, independencia y la soberanía.
Te escribo como sobreviviente de ese horror que, como muchos otros, fuimos víctimas de persecución, cárcel y torturas por defender los derechos humanos frente a las dictaduras latinoamericanas que impusieron la Doctrina de la Seguridad Nacional y de la “Operación Cóndor”, con el financiamiento, adoctrinamiento y coordinación de Estados Unidos. Fue por esa lucha colectiva que me otorgaron el Premio Nobel de la Paz y lo asumí en nombre de los pueblos de América Latina.
Mientras Estados Unidos formaba a las Fuerzas Armadas latinoamericanas en la Escuela de las Américas (SOA) en tácticas de tortura y secuestros. Aquí promovía con elites locales, políticas neoliberales que destruyeron la capacidad productiva del país e impusieron una deuda externa ilegal e ilegítima. A la vez que denunciamos ese accionar, también reconocimos la solidaridad del pueblo Estados Unidos y, aunque fueran una excepción, del Ex Presidente Jimmy Carter y la Secretaria de Derechos Humanos, Patricia Derian, que denunciaron el accionar de la dictadura.
Tu vendrás a mi país en el Día Nacional de la Memoria, por la Verdad y la Justicia, el mismo día en que se cumplen 40 años de la última dictadura genocida de Argentina, y en el año en que se cumplen 200 años de nuestra independencia nacional. Ciertamente no puedes desconocer que tu país tiene muchas deudas pendientes con el nuestro y con muchos otros.

Si tu intención es venir aquí a reconocer en nombre de los Estados Unidos de América, que tu país fue cómplice de los golpes de estado del pasado y del presente en la región. A anunciar que tu país va a firmar y ratificar el Estatuto de Roma y someterse a la Corte Penal Internacional, y que dejará de ser el único país de América que no ratifica la Convención Americana de Derechos Humanos. Si nos gratificarás con la noticia de que van a cerrar el “Instituto de Cooperación para la Seguridad Hemisférica” (WHINSEC) y el “Academia Internacional para el Cumplimiento de la Ley” (ILEA), herederas de la Escuela de las Américas. Y que cerrarás las bases militares que tiene EEUU en América Latina. Entonces serás bienvenido cualquier día a la Argentina.
Pero si vienes con la intención de imponernos Tratados de Libre Comercio, en defensa de los privilegios de las corporaciones transnacionales que despojan nuestros pueblos y a la madre tierra. O vienes para avalar los ilegítimos reclamos de los fondos financieros, “Vulture Funds” o “buitres” como les decimos por aquí, que pretenden expoliarnos a través de la justicia de tu país. O tienes la intención de recomendar la fracasada receta de intervención de las Fuerzas Armadas en los asuntos de la seguridad interior, y con la excusa de la lucha contra el narcotráfico reprimir a los movimientos populares. En ese caso no puedo menos que recordarte las palabras del libertador Simón Bolívar quien alertaba: “Los Estados Unidos, parecen destinados por la providencia, para plagar a la América Latina de miserias, en nombre de la libertad”.
La potencia mundial que representas ha estado y está detrás de todos los intentos de desestabilización de gobiernos populares en nuestro continente, particularmente de Venezuela, Ecuador, Bolivia, Honduras, entre otros casos. A 200 años de nuestra independencia debo informarte que no aceptaremos ni viejos ni nuevos colonialismos, no aceptaremos nuevos Consensos de Washington que impulsen reformas de hambre y exclusión. Los pueblos latinoamericanos ya derrotamos el proyecto imperial del ALCA y volveremos a enfrentar todo nuevo intento de imposiciones similares.
Si tu intención no es anunciar ninguna de estas reparaciones, ni de evitar nuevos padecimientos, lamentablemente tú visita será advertida por la mayor parte del pueblo argentino como un gesto de provocación hacia uno de los ejes centrales de nuestra identidad nacional: la defensa de los derechos humanos y de los pueblos.
A muchos nos ha llamado la atención que el comunicado oficial de tu vista menciona que vendrás a reconocer las contribuciones de Mauricio Macri a la defensa de los Derechos Humanos en la región. La primera vez que Macri defendió públicamente los derechos humanos fue para referirse a otro país que él no conoce, una manipulación política contra Venezuela que banaliza las políticas de Derechos Humanos. Esperamos que ese presunto reconocimiento no involucre una ofensiva desestabilizadora con la hermana República Bolivariana.
Mientras Venezuela recientemente aprobó la “Ley Especial para Prevenir y Sancionar la Tortura y otros Tratos Crueles, Inhumanos o Degradantes”, aumentando las penas a quienes apliquen estas prácticas. En Argentina nos preocupa que en el año 2014 solamente, tuvimos 6.843 casos de torturas en cárceles, y el ahora presidente no ha dicho ni una sola palabra. Ni antes, ni ahora.
Menciono esto porque sé que es una preocupación tuya con respecto a tu propio país, que registra la mayor cantidad de presos en todo el mundo (uno de cada cuatro presos está en norteamérica), y además sabes mejor que nadie sobre los centros propios de detención y tortura que los EEUU tienen en otros países, como demostró el completo informe del “Programa de Detención e Interrogatorio de la CIA” del Congreso Norteamericano del año 2014. Nos urge luchar contra estas prácticas en todo el mundo.
La Paz es fruto de la Justicia y para hacerla realidad continuamos transitando nuestro camino de compromiso con quienes tienen hambre y sed de Justicia para garantizar la plena vigencia de los Derechos de las Personas y de los Pueblos, de ayer y de hoy. Esto nos ha permitido que en Argentina se juzgue y se condene a quienes cometieron crímenes contra la humanidad.
Por eso es importante que sepas que los días 24 de marzo ningún presidente ni personalidad puede representar al pueblo argentino, que en toda su diversidad siempre se representa a sí mismo a través de sus consignas y su movilización pacífica en todas las calles y plazas del país.
Bien lo remarcó el Papa Francisco en el Encuentro de Movimientos Sociales en Bolivia: “El futuro de la humanidad no está únicamente en manos de los grandes dirigentes, las grandes potencias y las élites. Está fundamentalmente en manos de los Pueblos”.
Por eso, si no decides posponer tu visita para otra fecha, podrás escuchar lo que el pueblo Argentino tiene para decir al mundo.

Dear Mr. Barack H. Obama,
A greeting of Peace and Goodwill:
We have learned in recent days that you shall be undertaking a historical trip to Cuba, and that later you shall be coming to Argentina, to develop closer cooperation bonds with the newly elected government.
We follow very closely the positive progress that, with the aid of Pope Francis, has allowed the doors of hope and dialogue to be opened between the people of Cuba and of the United States. You know well that there is a long road to cover until you can finally lift the embargo and close the military base that your country holds in Guantánamo, wherein human rights of prisoners are violated, absent trials and absent any possibility of achieving freedom.
We hope that you shall accomplish this, in spite of the strong opposition raised by your country’s Congress.
In the letter you sent to me last year, unlike your predecessors, you have acknowledged that your country does violate human rights, and you mentioned your intention of “bringing that chapter of American history to an end”.
This is why it is important for you to know that you are not coming to Argentina on just any day. In 1976, while you were only 14 years old, and your country was celebrating two centuries of independence, we were starting the most tragic period of our history, with the implementation of a state terrorism which subjected our people to prosecution, torture, death, and forced disappearance of persons in order to deny them their rights to freedom, independence and sovereignty.
I am writing as a survivor of this horror who, like many others, was a victim of prosecution, imprisonment and torture in the defense of human rights against the Latin American military dictatorships imposed by the Doctrine of National Security and by the “Operation Condor”, with financing, training, and coordination by the United States. It was due to this collective struggle that I was given the Nobel Peace Prize, which I received in the name of the peoples of Latin America.
While the United States was training the Latin American Armed Forces at the School of the Americas (SOA) in torture and kidnapping methods, here, in league with local elites, neoliberal policies were encouraged, which destroyed the manufacturing capabilities of the country and which resulted in an illegal and illegitimate external debt. Even though we repudiate these actions, we also acknowledge the solidarity of the people of the United States, and, although they were an exception, of former President Jimmy Carter and of the Secretary of Human Rights, Patricia Derian, who called out against the actions by the dictatorship.
You will be coming to my country in the National Day for Memory, for Truth and for Justice, on the same day of the 40th anniversary of the last genocidal dictatorship in Argentina, and on the 200th anniversary of our national independence. Certainly, you cannot deny that your country has many pending debts with our country and with many others.
If your intention is to come here to acknowledge on behalf of the United States of America that your country was an accomplice of coups d’état in this region, in the past and currently; to announce that your country will sign and ratify the Statute of Rome and be subject to the International Criminal Court; and to stop being the only American country which does not ratify the American Convention on Human Rights; if you shall please us with news that the “Western Hemisphere Institute for Security Cooperation” (WHINSEC) and the“International Law Enforcement Academy” (ILEA) shall be terminated in their capacity as heirs of the School of the Americas, and with news that the military bases of the United States in Latin America shall be closed, then you shall indeed be welcomed to Argentina on any day.
But if you come with the intention of forcing Free Trade Agreements on us, in the defense of privileges of transnational corporations who strip away our peoples and our mother Earth, or with the intention of endorsing the illegal claims of financial funds, or “vulture funds,” as we call them, seeking to extort us through the justice of your country; or if you intend to recommend the failed recipe of intervention by Armed Forces in matters of internal security, in order to suppress popular organizations with the excuse of fighting against drug traffic, in that case, I cannot but remind you of the words by the Liberator Simón Bolívar, who warned us that: “the United States appear to be meant by providence to plague Latin America with misery in the name of freedom.”
The world power that you represent has been and is behind all the destabilization attempts on popular governments of our continent, particularly in Venezuela, Ecuador, Bolivia and Honduras, among others. 200 years after our independence, I must tell you that we do not accept neither old nor new colonialisms, we do not accept any new Washington Consensus endorsing reforms for starvation and exclusion. The Latin American peoples have already defeated the imperial project of the FTAA-ALCA, and we shall fight again any new attempt of similar characteristics.
If your intention is not to announce any of these reparations, nor to avoid new sufferings, regrettably your visit shall be construed by most of the Argentine people as a gesture of provocation towards one of the main principles of our national identity: the defense of human rights and of the rights of peoples.
Many of us have been surprised by the fact that the official notice of your visit states that you shall acknowledge the contributions of Mauricio Macri to the defense of Human Rights in the region. The first time that Macri publicly defended human rights was in reference to another country that he does not know, a political manipulation against Venezuela simplifying Human Right policies. We hope that this alleged acknowledgement does not involve a destabilizing offensive against our sister, the Bolivarian Republic.
While Venezuela has recently enacted the “Special Law for the Prevention of and Punishment against Torture and Other Cruel, Inhuman or Degrading Treatment,”  increasing sentences against those implementing said practices, in Argentina we are concerned with the fact that in the year 2014 alone we had 6,843 case of torture in prisons, and our current President has not said a single word. Not then, nor now.
I say this because I know that it is a concern of yours in your own country, which boasts the highest number of inmates globally (one out of four inmates is in North America), and also because you know better than anybody about the torture and detention centers of the United States in other countries, as proven by the thorough report on the “CIA’s Detention and Interrogation Program” by the North American Congress, of 2014. It is urgent for us to fight against these practices all over the world.
Peace is the result of Justice, and to make it real, we must continue trudging down the path of commitment with those who have hunger and thirst for Justice, to ensure the full validity of the Rights of Persons and of the Peoples, of yesterday and today. This has resulted, in Argentina, in the trial and sentencing of those who were guilty of crimes against humanity.
This is why it is important for you to know that on day March 24, no president nor any leader represents the Argentine people, who, with all their diversity, are always representing themselves, through slogans and through peaceful demonstrations all over the streets and squares of the country.
It was well noted by Pope Francis in the Meeting of Social Movements in Bolivia: “the future of humanity is not only in the hands of the great leaders, of the great powers, and of the elites. It is mainly in the hands of the Peoples.”
Therefore, if you choose not to postpone your visit for another date, you shall hear what the Argentine people has to say to the world.
